nite/lunar lite!

Has anyone made a diy light for aquarium use to luminate the water but dull enough to use as a "nite" light, at times i wake up during the nite hearing water splash, up now awake i ponder on what happened! i'm currently using a 3 watt night light, but gives off an nasty glare!
have been noticing the lunar lites in magazines, and the prices send me running the other direction!
is there a way to make my own? is there a certain color to stick with? will it prduce algae or harm chemicals to constantly have lights on?(sunlight/flourescene light during the day/lunar lights at night)
