Hello, first of all , concret will dry in a 24 hr period! There is a hydration process! To better answer your question we need to know what materials were used in the construction. But I would say the best is to fill the pond and let it sit for a few days, then drain it , and fill it agin! Do this at least 2 times, that way you will help remove some of the leached lime from the cement! Then fill it , and put a couple of fish or koi! They will help to START the pond! You will need a BIO FILTER!!!! As far as apoxy!!! I would use anything listed as PEOPLE SAFE!! that may mean KITCHEN apoxy or bathroom, not all apoxy is NON TOXIC!!!
