Best versatile sealant for small job. Can't Post

Hi. I live in Florida and built a series of small fountain ponds which flow into an 80 gallon underground pre-formed pond shell purchased from Home Depot. Along the rim of the pond are large flat stones which are cemented in place. The "poor man's" koi in the pond are growing fast and I would like to raise the level of the water, so I would like to try to seal the area between the top of the plastic pond and the stone so that the water will rise to the level of the stone. I already used clear sealant, but it didn't seal completely, so now I'm looking for a goo that will adhere to hard plastic, sealant and stone. Does anybody have any suggestions?
