First?? Chicken VS Egg -- Settlement Tank VS Leaf Catcher

Recent review within the Forum gives me an uneasy feeling relative to my planned filter system modifications... Return water to pond is fine except the bottom is covered with very fine settlement that should have been filtered out... So, am thinking of a Settlement Tank!!! But, due to aforementioned reviews, What comes first??? Should the order be; Leaf Filter, Mechinical Filter, Bio-ball and THEN the Settlement Tank or should the S Tank be in front of the Leaf Catcher?? My plan is to place it following the Bio-Ball Filter... ???
In the design of the S Tank, thought of using a round, plastic garbage can (example) ... But how do you design the vortex bottom, in/put and drains??? Any suggestions as to where the design is already availble...
