Water circulation

Is there such a thing as circulateing to much water? I have a 2500 gal koi pond and am currently circulating 7-8 thousand gph achieved through two seperate pumps due to the waterfall. My thought is that when it gets put together next year it will only need 4000gph. Winter is almost here in nyc area. The though of 8000 gph in my eyes means better water quality and the ability to sustain greater numbers of fish, but it seems excessive an I am sure that the extra 4000 gph addes to the monthly bills !! I presently have about 8 kio and 7 sunnies,( local panfish). Of coarse next year I will be introduceing more fish, but not too many more (6 or so). Does any one else choose to move as much water in a similar sized pond? My overall dimms are 11'X 17' w/ a deep end that hits about 54" at its deepest point.
