Help with my pond

Hey this is Vajra! I'm new to the site and I'd like to ask a little on how I should go about building and keeping my Nashikigoi pond healthy.
I'm going to make my pond 9 by 11 feet wide and about three to four feet deep (Still planing). I get the whole, Nitrates and Nitrite thing, but the whole 'Mature bacteria' in the Bio-filter? What do I need to do to plan for the amonia and cleaning the pond? Do I need a filter AND a Bio-Filter together, and would a tweaked pool filter work? (My dad is really good at building things, we already have a seperate pond filled with Brim and Mud-fish with a fountain.) By my math, the pond I'm building should be able to hold 11, 21 inch koi at the most if not a little less. I'm going to start out with four to five 3 to 4 inch koi in my pond and maybe have up to 7 later on, I don't want to over-crowd. And please tell me this, are plastic lilies okay for a koi pond? I would really like some planing help or anything thing else I haven't yet covered. Thanks!
