Water Changes!

I have read a few posts recently where people are changing a small percentage of their water daily (the same people seem to have green water problems). Others are changing large quatities on a frequent basis. My attitude to water changes has been dont do it unless water quality has changed.
Can someone point me in the right direction for correct water changes, and do we need to do it in the cold weather when the fish are not active...thanks.
