koi's mouth doesn't close

koi looks normal but can't eat and mouth remains open. when caught and inspected, inner part of the mouth is reddish on the upper portion. lips are fine. no wounds outside.
1. what's the problem?
2. if there are wounds inside the mouth, how come they cannot close?
3. how to treat?
4. will the mouth close once treated correctly?
