Hi Blue, Sorry to hear the "ulcer" has opened up again,you dont say how big is your sick tank? Lets start from the beginning and I can tell you what I would do. Herons cant get to my pond because I have 30lb nylon fishing line from my fence,trees and bungalow roof in a criss cross pattern so birds cannot get to the pond! It works,no birds in my garden ! Anyway ,a herons beak is really nasty and carries bacteria.Any koi injured by heron I would give salt bath in pond water in a bowl salt amount at 85gms per 3.5 US gallons for up to 10 minutes with heavy aeration. This will not only clean the wound but will "wipe off " any surface bacteria and reduce any parasite.I would then use a "sealant" over the wound,I use a special one but you should be able to get from a pharmacy "friars balsam" and apply with a cotton bud.I prefer to return the koi to its pond rather than subject it to a smaller area with probable "different " water Ph etc. Betadine is ok but it can damage new thin skin so should only be used once or twice.I would suggest you now give the kohaku a salt bath (as above ,cooking salt is best )seal the wound and return to the pond providing the water temperature is no more than 3 deg lower in the pond ,higher is not a problem.I would not pp the pond but if you cant get a sealant dab wound with cotton bud and weak solution of pp. Melafix is good so is "stress coat" but only if used in a "sick tank". If you dont have "friars balsaam" in the Philippines, ask Hindley what sealants they have there. Hope this will help, Dave.
