No, thats different. You'll find brands like Super thoroseal elastomeric paint available in hardware stores. When applying elastomeric paint, it is very recommended to apply it during the summer when the cement can be bone dry. Or else moisture during the rainy/cold season will cause it to peel off. After applying the elastomeric paint, you can finish it with marine/aqua epoxy paint. Again, the elastomeric paint must be bone dry. Main thing to remember is epoxy paint is toxic to fish if not dried properly. After its dried well, fill the pond with water for a day or two and drain it. Let it dry for another day or two and thoroughly rinse it to make sure that no residue remain in the pond.
